How To Prepare Your PC for Windows 10

Windows 10 is set to arrive on July 29. The update will be free for the first year for qualifying Windows 7, Windows 8 and Windows 8.1 users. You can find out if you qualify for the free upgrade here.
In addition to an improved design and better functionality, Windows 10 marks the return of a real Start button. It also adds the Cortana voice assistant, the new Edge Web browser, Xbox game streaming, and more.
Before you jump right in and install Windows 10, you should take a few moments and prepare your PC to ensure the upgrade process goes off without a hitch. This article will guide you through the steps of checking for updates, backing up your personal information and creating an all important system image.

Can your PC run it?

The answer is most likely yes. Windows 10 requires the same minimum hardware requirements as Windows 7. Those requirements are:
  • Processor: 1GHz CPU or faster
  • RAM: 1GB (32-bit) or 2GB (64-bit)
  • Disk space: 16GB (32-bit) or 20GB (64-bit)
  • Graphics: DirectX 9-capable video card with WDDM driver
You can also check to see if your machine is capable of running Windows 10 right from your desktop. You will need a computer or tablet running Windows 7 Service Pack 1 or Windows 8.1 Update. From the desktop, click on the small Windows icon located at the right end of the taskbar, and select the "Check my PC" option from the left menu.

Free up space

You will need at least 16GB of free space to install Windows 10. To check how much free space is on your hard drive, head to Computer, right-click the C:/ drive, and select Properties. You can free up some space by clicking the Disk Cleanup button. This usually won't free up enough space, so you may also have to uninstall programs that you no longer use.
To uninstall a Windows 8 program, go to the Start menu (the screen with the tiles), right-click the tile you want to remove, and select Uninstall. You can also uninstall programs through the Control Panel, which you can search for in Windows 8.
In Windows 7, click the Start button, followed by the Control Panel, and select Uninstall a program.

Back up your data to the cloud or an external drive

Regardless if you are upgrading to Windows 10 or not, it's always a good idea to back up your data. You can use a cloud service, such as OneDrive, Dropbox or Google Drive, or an external hard drive. Simply drag and drop the personal files -- documents, photos, videos, music -- you would like to keep safe to the cloud or external drive.
Windows 8 users can also use the File History feature to automatically back up personal files. You can learn how to use the feature here.

Create a system image

Both Windows 7 and Windows 8.1 come with a tool that lets you create a system image (a full backup of everything on your computer). Head to the Control Panel and select "Back up your computer" under the Systems and Security section. On the left choose to create a system image, pick the location you want to save it to (I chose my external storage drive), click Next, confirm that everything looks good, and then click Start backup.
At the end of the process, you will have the option to create a system repair disc. This can be used to help you repair Windows if you run into any problems. You can also create a USB recovery drive, which you can learn how to do here.
If you end up having to restore your PC from a system image, you can do so in the Control Panel. Start by typing "recovery" in the search box, click Recovery, followed by Advanced recovery methods, and select to use the system image you created earlier.

Update device drivers

Whenever installing a new version of Windows, it's always a good idea to verify that you're using compatible drivers. This will help you avoid stability issues that could arise due to your computer's hardware.
Many hardware manufacturers already have Windows 10 drivers available now. To check for drivers, head to your PC manufacturer's support website. More advanced users can access the DXDIAG tool in Windows to check drivers. I also recommend downloading the drivers to an external thumbdrive, just in case you need them during the installation process.

Ministry of Employment to create data for persons with disability


The Gender, Children and Social Protection Ministry is putting together a database of persons with disability to enable the ministry facilitate the employment of persons under the group.

Due to their physical disability, such persons are marginalized in society and even the educated amongst them find it difficult to secure decent jobs even though they are qualified for them.

Launching the Ghana Literacy Training Programme for the Deaf in Accra Thursday, Deputy Minister of Gender, Children and Social Protection, Mrs. Della Sowah stressed that “Government takes seriously, issues of disability and it is doing all within its powers to make life comfortable for them”.

She therefore noted, “To this end, the Ministry of Gender, Children and Social Protection is working hard to ensure more effective appreciation and inclusion of disability issues in national discourse. We believe this will eliminate stigma and enhance effective integration of persons with disability into the society.”

Mrs. Sowah who is also the Member of Parliament for Kpando, in response to an appeal by the Centre for the Employment of Persons with Disability to help in finding jobs for their members, said the ministry is working to ensure that persons with disability earn a decent living.

“In order to enhance the ability of persons with disability to earn a living, 1,155 persons with disability have been identified and registered by the Ministry of Gender, Children and Social Protection for various vocational skills training. This year, the ministry will provide timely, reliable and disaggregated data of persons with disability and mainstream their issues in the national planning process.”

The nationwide literacy training is the initiative of the International Network for Deaf Empowerment (INDE) in partnership with the country chapter of the Christian Literacy Associates and Deaf Mission.

The Deputy Minister has described the literacy programme as timely and essential to empower the deaf in the society.

“The complementary efforts by the International Network for Deaf Empowerment (INDE) in partnership with Christian Literacy Associates and Deaf Mission to reduce the rate of illiteracy among the deaf is highly commendable and I wish to congratulate you on this laudable initiative.

“…the importance of this project to improve the literacy rate of people with hearing challenges cannot be overemphasized.”

The ministry will also facilitate the implementation of the Legislative Instrument (LI) on Persons with Disability Act and ensure that all public buildings are accessible by persons with disability by 2016.

Mr. Francis Botchwey, Executive Director of INDE, said the Network’s vision is to create a literate and self-sufficient deaf society in a mutually respectable world.

“We at the Network are highly hopeful this Project will minimize, if not completely eliminate illiteracy among the deaf in Ghana. We believe this will in turn open working avenues for them in both the formal and non-formal sectors as well as giving them the ability to effectively communicate with the hearing.”

Francis Botchwey called on all to support the project: “We would like to take this opportunity to invite Ministries, Departments and Agencies as well as religious groups, communities and civil society to actively be part of this programme and nominate personnel for training.”

The Executive Director of Centre for the Employment of Persons with Disability, Mr. Alex Tetteh who commended the INDE for the laudable initiative, also appealled to all to support the project financially and with equipment.

Smartphone Vendors Ship over 340 Million Units in Q3
 

Leading UK-based mobile analyst firm Juniper Research estimates that the number of smartphone shipments reached 342.5 million in third quarter (Q3) of 2015, with a slowed year on year growth of 8.4%.

Out of the total, Samsung sits comfortably at the top with 84 million smartphone shipments in the quarter, boosting its mobile phone unit profitability by 37% year on year.

Juniper noted that Samsung is beginning to turn its mobile unit around, while recording significant gains in its the semiconductor business, which is one of the most productive divisions for the company.

Apple

Apple posted another record-breaking quarter, with 48 million unit sales, compared to 39 million iPhones sold in Q3 2014.

Apple is increasingly turning to China for this growth – with over $12 billion in revenue coming from the Far East, and continued investment in the form of new stores and developer support.

"Whilst the appetite for Apple products is expected to remain strong in China, future expansion may be tempered somewhat by the slower economic growth expected in that market," Juniper estimates.

Chinese based Xiaomi sold an estimated 18.4 million smartphones, with the slowdown in China exacerbating the company’s troubles in the international market.

This make Huawei the best performing Chinese vendor of the quarter, shipping 27.4 million devices, up 63% on shipments for this period last year.

Meanwhile, some other popular brands like HTC, Blackberry, LG and Sony also posted significant decline in shipment and profits.

The report said HTC continued to see a decline in revenues of 49%, despite restructuring.

Sony

Despite a 32% year on year decline in shipments, Sony has announced plans to open a new smartphone factory in Thailand. This will start production in the 2016 fiscal year, putting to rest rumours that the CEO was preparing to axe the division.

A similarly sharp sales drop from Microsoft is being blamed on an ‘updated strategy’: this is a reference to the shift away from devices onto a more platform-based business model.

Microsoft's 54% revenue decline in the quarter, is matched by a 38% year on year decline in unit sales, representing 5.8 million shipments for Q3.

Meanwhile, LG posted their first ever Q3 year on year decline in smartphone sales along with a drop in profits from both declining sales and unfavourable exchange rates.

BlackBerry sales also continued to dip ahead of its Android launch, with sales estimated to have dropped below 1 million devices for the first time since 2005.

Asus’ smartphone presence is steadily growing, with an estimated 6 million units shipped this quarter.

Guillermo Rigondeaux stripped of his WBO world title due to inactivity


Junior featherweight world champion Guillermo Rigondeaux was stripped of one of his 122-pound title belts because of inactivity.

The WBO world championship committee voted unanimously at its 28th annual convention, which is taking place in Orlando, Florida, this week, to vacate the belt, rejecting Rigondeaux's plea in a "show cause" letter the organization had asked him to provide stating his case to remain champion.

Rigondeaux (15-0, 10 KOs), 35, is a two-time Cuban Olympic gold medalist who defected and now lives in Miami. He won the WBO's version of the title when he outpointed Nonito Donaire to unify it with his WBA belt in April 2013. But Rigondeaux has only fought three times since.

He has not boxed since Dec. 31 in Japan, where he was knocked down twice in the seventh round by unknown Japanese challenger Hisashi Amagasa before rallying for an 11th-round knockout victory.

The WBO sent Rigondeaux and his promoter, Caribe Promotions, a letter Oct. 7 directing them to "show cause" as to why he should not be stripped of his title because, under WBO rules, it has the unilateral discretion to vacate a title "if the champion fails to defend his title within a nine-month period."

With Rigondeaux idle for 10 months and nothing in the works, the WBO followed its rules and stripped him of the title. To fill the vacant title, the WBO will order on Thursday a fight between Mexico's Cesar Juarez (17-3, 13 KOs), No. 1 in the organization's ratings, and No. 2 Donaire (35-3, 23 KOs).

Top Rank, which promotes Donaire and used to co-promote Rigondeaux, is making plans to put Juarez-Donaire on its truTV-televised card Dec. 11 at a site to be determined.

In the Rigondeaux/Caribe response to the WBO "show cause" order, they argued in an Oct.16 letter that Rigondeaux should be granted an exception because of a "lack of appropriate available opponents willing to fight" and that "it would be an abuse of discretion to vacate because Mr. Rigondeaux has never failed to defend against the mandatory challenger."

In its ruling, the WBO said it was "not moved to consider the reasons contained therein to constitute 'cause' for Mr. Rigondeaux's failure to comply with our regulations for world championship contests."

The WBO further said in its ruling that "this committee shares Team Rigondeaux's opinion that he is a fighter of utmost skill and pedigree, a gifted athlete that is not only perhaps the greatest amateur boxer ever, but also one of the top pound-for-pound professionals in the world, and we also recognize that Mr. Rigondeaux's talent, record of accomplishment and complicated style, invariably pose difficulties securing premium fights on the top-tier stage.

But that it is the boxing promoter's paramount responsibility -- not ours or that of any sanctioning organization for that matter -- to secure, organize, and produce such fights."

MTN denies tax avoidance accusations


The MTN Group and the MTN Ghana have responded to recent accusations of shipping hundreds of millions of dollars out of poor African countries into tax havens while paying fewer taxes.

Investigations by a group of journalists across Africa revealed MTN Ghana, Nigeria and Uganda in particular, have been shipping part of their revenue before tax regularly to MTN Dubai supposedly to pay for management services and technology transfer.

But the moneys are often further shipped from Dubai to tax haven Mauritius (where MTN does not have a single staff) to avoid tax.

MTN Group and its operations in the respective countries did not deny shipping out moneys from poor countries but rationalized the shipment as legitimate payments for technology transfer and management fees, which were all agreed upon with the appropriate authorities in the respective countries.

In Ghana, the approval was given by the Ghana Investment Promotion Centre (GIPC).

MTN Ghana was said to have shipped GH 758 MILLION, which is almost 10% of its revenue between 2008 and 2013. This was the highest percentage of shipment compared to less than two percent of transfers from MTN Nigeria and four per cent from Uganda.

A Thabo Mbeki committee has described such huge transfers by multinationals out of poor African countries as "illicit" and "unethical".

But the telecoms giant insists all is well and good because they neither broke any regulations/laws nor did they breach any of the legitimate agreements they had with state authorities prior to the transfers.

Here is a full statement on the MTN Group website, plus questions investigators posed to MTN Ghana specifically, and their responses.

MTN Group Response

MTN complies with all regulations and laws, including tax laws, in the countries where we operate, which include South Africa, Nigeria, Uganda and Ghana.

Regulatory matters in our markets are addressed directly with local authorities when required, and where applicable, duly reported in our Annual Financial Statements, as per our JSE listing requirements.

Owing to the evolving nature of our business operations and compliance frameworks in our markets, MTN continually engages authorities to find mutually agreeable ways to meet our obligations.

Where the relevant authorities may have queries, MTN has always been accessible to engage on such matters. At no point has MTN ever been found to be involved in any scheme that seeks to help the company evade its tax or legal responsibilities in any jurisdiction where we operate.

Question

We understand that Mrs Mawuena Trebarh, the current head of the GIPC was head of government relations at MTN Ghana prior to taking up her new role. Can the company confirm that Mrs Trebarh’s responsibilities included negotiations with GIPC about management fees.

Answer

We assume by management fees you are referring to payments made on the basis of a technology transfer agreement. The Technology Transfer Agreement that was the basis of past payments expired in 2014. The registration process for a new technology transfer agreement commenced after Mrs Terbarh left Scancom in 2011. Hence Mrs Trebarh did not have occasion to negotiate with GIPC about management fees on behalf of Scancom.

Question

As you know management fees from Ghana are paid to MTN Dubai. This is the same as with MTN Nigeria. However, MTN has confirmed to us that management fees paid by MTN Nigeria to Dubai are then sent on to MTN Mauritius.

Could the company confirm whether the same transaction occurs with MTN Ghana. Are the final destination of management fees paid from MTN Ghana Dubai or Mauritius.

Answer

Scancom’s technology transfer agreement is with MTN Dubai. MTN Dubai is responsible for fulfillment of the obligations under that agreement, as well as the rights thereunder. Payments in relation to a technology agreement will always be made to the entity with whom the agreement has been executed and registered with GIPC.

Question

We will be reporting that between 2008 and 2013 the company paid 758 million Ghana Cedis to MTN Dubai. This accounts for an average of 9.64% of MTN Ghana’s revenues over that period. We have confirmed these figures with MTN head office.

Could the company explain why management fees in Ghana are significantly higher than in other MTN companies? Our investigation has found that management fees paid by MTN Uganda are 3% of revenue and in Nigeria they are 1.75% of revenue.

Answer

We cannot comment on what the fees are for other operating companies in other jurisdictions. Fees paid by Scancom were based on what has been agreed between the parties based on the value placed on IP and technology to be transferred, and registered with the GIPC.

Question

It is our understanding that the usual maximum amount of management fees allowed by GIPC is 6% - why does MTN require significantly higher fees to be paid?

Answer

We are not aware of a “usual maximum amount of management fees allowed by GIPC.” Determination of fees between Scancom and MTN Dubai are based on value of IP and technology to be transferred.

Question

We will report that currently MTN’s management fees have been suspended as the company has not been able to reach an agreement with GIPC over the current level of fees.

We have been told that the first proposal from MTN was rejected as it was not compliant with Ghanaian law. Could the company provide a comment on why it has been unable to reach an agreement with the GIPC.

Answer

There is no disagreement with GIPC over the level of fees. Technology transfer payments are made pursuant to a valid agreement. Under Ghanaian law, a technology transfer agreement becomes valid upon registration with GIPC. The technology transfer agreement that was the basis for past payments expired in April 2014. As required by law, we are in the process of registering a new agreement with GIPC.

Nigeria's telecoms regulator gave MTN Group two weeks to pay a $5.2 billion fine imposed on the mobile phone company for failure to cut off users with unregistered SIM cards, its spokesman said on Friday.

The Nigerian Communications Commission (NCC) imposed the penalty on Monday, hitting Africa's biggest mobile phone operator's stock price. Nigeria is MTN's biggest market by subscribers.

Some analysts have said the size of the fine risked damaging Nigeria's efforts to shake off an image as a risky frontier market for international investors.

MTN had said on Monday the NCC imposed the fine for failing to disconnect subscribers with unregistered or incomplete SIM cards, under a directive given to all network operators which the regulator said only MTN had failed to comply with.

NCC spokesman Tony Ojobo said MTN had until Nov. 16 to make the payment, but the two sides were in talks to resolve the matter. "The outcome of the discussion may affect the date. That's why they are having the discussion so that they can reach a solution," Ojobo said.

Nigeria's presidency and internal security agency were also involved in the talks, a regulatory source said.

MTN shares, up 3 percent at 159.03 rand by 0955 GMT in a slightly higher JSE Top-40 index, have slumped about 20 percent since Monday, knocking more than 60 billion rand ($4.4 billion) off the company's market value.

If it stands, the penalty would wipe out more than two years of MTN's annual profits.

MTN also said in a statement it was talking to Johannesburg bourse operator JSE Ltd about the timing of the announcement of the penalty. Its original confirmation of the fine came only after an online report by Nigeria's Leadership newspaper.

Under South African capital markets rules, companies are required to immediately warn shareholders of any materially price-sensitive information.

There are many things that cause a computer to be sluggish from software to hardware.  It can be too small a hard drive or not enough RAM. It can be anything from BIOS and/or Operating System Settings to programs that are eating up your CPU and RAM (no matter how much you have). Or it can be your network.

Personally, I work my computer like a young mother with a house full of kids 12 to 18 hours a day. 

That mother needs to unwind at the end of the day and so does my computer and probably yours too.

Here are 9 Tips in the order they should be completed that can help keep your computer happy and working without complaining:

Ghanaian dancehall artist Charles Nii Armah Mensah popularly known as Shatta Wale has revealed that he will be launching his own television station in the country.

The artiste, who is touring Germany, Italy, Sweden, Miami and some other countries, said he will be launching the channel when he returns to Ghana.

“I’m opening a new station in Ghana anytime soon and the name of the station will be ‘Shatta TV’,” he revealed

According to Shatta Wale, who was speaking in an  interview with Dr Pounds on the ‘Hitz Gallery’ show on Hitz FM, his main objective of establishing the station is to educate and entertain the youth who look up to him.

“I think the youth needs more channels to educate and entertain them since some of these young folks look up to me,” he said.

The 2014 Ghana Music Awards Artiste of the Year winner added that “I want to put up forums that will teach them the benefits of doing music and also the business side of it,” he explained.

Shatta Wale revealed that he is also in a process of signing a deal with one of the reputable record labels in America.

“The main motive of me travelling around is to do business but not to have fun. I’m signing up a record deal in the states soon. We’ve had a couple of meetings and will soon reveal to my fans,” he added.

He however refused to give the name of the label.
